Mark Heinrich

I’m the President of r4 Federal and CEO of DPRA, where I focus on applying mission-ready AI to strengthen federal operations. Before r4, I founded Oakleaf Software, which acquired DPRA in 2020, and together we joined r4 in 2025.

Earlier, I held senior leadership roles in industry and government, including General Manager at Microsoft leading supply chain for Azure, CEO of an aerospace manufacturing firm, and Managing Director at Alvarez & Marsal in the public sector practice.

I’m a graduate of the U.S. Naval Academy and served nearly 35 years as a Supply Corps Officer, culminating as Commander of the Naval Supply Systems Command and 46th Chief of Supply Corps. I also hold an MBA and a Master of Science in Engineering from the University of Kansas and remain engaged with veteran and civic organizations, including the U.S. Navy Memorial.
